While both characters at the tea ceremony raise suspicions, there's a clear optimal choice that simplifies the rest of the quest.

After the tea ceremony in *Assassin’s Creed Shadows*, the best course of action is to confront Wakasa. She is revealed to be the Golden Teppo of the Onryo, and resolving her identity leads to the most straightforward way to eliminate her.
When you confront Wakasa, she will invite Naoe to her home for a private discussion. Upon entering, you'll notice a kasa (straw hat) on her wall, which she wore during the prologue as the Onryo, confirming you've chosen the right target. After some dialogue, Naoe can end the mission swiftly by taking Wakasa's Teppo from the wall and shooting her point-blank.

If you mistakenly confront Otama after the tea ceremony, thinking she's the Golden Teppo, you'll still be able to kill Wakasa eventually, but the path will be more challenging. Choosing Otama leads Naoe to chase and kill her, uncovering a letter that reveals Otama's corruption. However, this allows Wakasa time to fortify herself in Osaka castle with her soldiers.
To reach Wakasa, you'll need to travel to Osaka castle and either fight her soldiers or attempt to sneak past them. Even if you manage to sneak up on Wakasa for an assassination, it won't be enough, and you'll have to engage in a one-on-one battle. While the boss fight isn't overly difficult, confronting Wakasa directly from the start is less of a headache and provides a more satisfying cinematic kill, especially considering her role in Naoe's father's death.
