These five cards form a "cycle," sharing common design elements across Magic's color spectrum. They are inexpensive, common-rarity creatures with abilities tied to Tarkir's three-color clans, and an additional ability to convert mana into a color from that clan.
"Three-color limited environments require substantial mana fixing across all rarities," explains Adam Prosak, Wizards of the Coast Senior Game Designer. "We aimed for diverse deck access to mana fixing, leading to designs addressing mana issues. These creatures, in particular, enable board presence while simultaneously developing mana—unlike tapped lands, which only generate mana, potentially hindering early-game development."

Lauren Bond, Senior Worldbuilding Designer, notes that while the mechanics of this cycle were prioritized, common cards often showcase the set's world—in this case, the clans' evolution since their previous appearance. "The action-oriented Jeskai monks, Temur's whisper magic, Sultai Nagas protecting the jungle, Mardu's military prowess, and Abzan clerics restoring the kin trees."
Recent criticism of Magic sets regarding reliance on tropes has prompted a more straightforward approach in Dragonstorm’s return to Tarkir. Forrest Schehl, Senior Worldbuilding Art Director, emphasizes the importance of player feedback, stating that the core concept for Tarkir was established well before Murders at Karlov Manor and subsequent sets.
"We aimed to combine Dragons and Clans in a novel way for Tarkir, with Dragonstorms playing a pivotal role. Lauren and I felt pressure to create an authentic and substantial next chapter for this beloved plane from the outset."
